Press Release on Results of Oversight and Supervision of Payment and Electronic Money Institutions in 2025

The procedures and principles regarding payment services, payment institutions, and electronic money institutions are set out in Law No. 6493, and the authority to supervise payment institutions and electronic money institutions has been granted to the Central Bank of the Republic of Türkiye (CBRT).

In 2025, the CBRT effectively continued its supervision and oversight activities to ensure the safe, smooth, efficient and lawful operation of payment and electronic money institutions.

As a result of the oversight and supervision activities carried out at institutions in 2025, the following actions were taken against practices in violation of the legislation:

  • 7 institutions’ operating licenses were revoked,
  • 14 institutions’ operating licenses were suspended,
  • 12 institutions have been required to obtain permission from the CBRT to distribute dividends.

Moreover,

  • Pursuant to Article 27 titled “Violation of regulations and decisions” of Law No. 6493, 72 institutions were charged with administrative fines amounting to TRY 373,2 million in total, and 29 institutions received a warning.
  • As a result of the inspections conducted into violations of Law No. 6493 concerning suspected unauthorized payment service providers, the CBRT applied in writing to the relevant Chief Public Prosecutor’s Offices and/or courts regarding 331 cases.

Moreover, the supervisory reports prepared by the CBRT were submitted to the relevant Chief Public Prosecutor’s Offices within the scope of ongoing investigations. Findings and observations identified in the reports as being non-compliant with the legislation were also shared with the authorized public institutions.

In order to inform the public, the CBRT responded to a total of 2,167 requests for information on payment and electronic money institutions, payment services, and electronic money issuance in 2025.

The aim of these efforts is to safeguard the consumer rights and the sound functioning of the sector.

To ensure that payment and electronic money institutions operate in a secure financial ecosystem, the CBRT will decisively continue its oversight and supervision activities towards compliance with national and international regulations and standards.
